Troopers on the Kenai Peninsula arrested an Anchorage woman on Wednesday on charges of vehicle theft and operating while under the influence of drugs. Soldotna-based troopers received a report at 3:38 p.m. saying a 2010 Cadillac was driving erratically on the Sterling Highway northbound from Soldotna and Sterling.
